Gentlemen .. the many inconveniences and Sufferings in my Temporal affairs that attends my being confin'd here I hope will excuse me in applying again to you for my liberty. I am willing to come into means as consistent with my duty to make to testify my Loyalty to the King and cheerfull obedience to the Laws of my country so far as they relate to my Civil conduct and if I have exposed myself to a Penalty for a breach of any law I do solemnly profess before God and man that it has not been owing to a Refractory Disposition, but to a persuasion that it Interferes with Laws of him whom all Christians must say is to be observed rather than man. There is one thing I forgot to mention to you yesterday which I think will relieve my supposed crime in your own Judgment. It is a rule in our Society founded we presume in the plainest reason for all candidates for the Ministry to undergo an Examination and make public Tryal of their endorsements for praying, Exhorting and preaching before the church that they may judge whether or not it should be expedient to send them down to apply for a license from the General Court. Now Gentlemen
if we are prohibited to do this we shall be disabled altogether from maintaining ourselves for the future, as it would be very Improper to recommend any Individual to Wm'sburg for liberty to officiate among us till he had made tryal of his qualifications and moreover the appearance of weak untried men before the Court would tend to prejudice them against us and make them more unwilling to tolerate our Inoffensive Religion. This is my case Gentlemen I am not yet ordained by the church but am offering myself to their Inspection
and if I am approved shall comply with the laws as soon as I can by applying for a license. I am writing gentlemen to consine myself to a licensed meeting house (till the assembly meets) and if I preach
out of it afterward I must stand obnoxious to the penal laws of my person thinking proper to put them in force against me. If we obtain no general Redress yet complying with this my reasonable request will
oblige Gent. your Hnble Serv't.

1775-1803 British Mercantile Claims
Claims of McCall, Smellie & Company [Page 38-40]:
Chas. Bruce , Joseph Spencer & Elijah Minor, Orange. £27.17.11 by bond. Elijah Minor was the principal and Jos: Spencer and Chas. Bruce securities. E. Minor removed to Maryland during the war and carried with him an estate sufficient to pay all his debts. Jos: Spencer was solvent at the peace and until 1796 when he became insolvent. Chas. Bruce died intestate about 1792 and left a very considerable real and personal estate in Orange County. His administrator is his son Chas. Bruce who now resides in Halifax County and removed thither about a year before the death of his father. The widow of Chas. Bruce with her only daughter {since married to Gen. James Williams) reside upon the estate in Orange, which is very ample. Gen. Williams and Mr. Thos. Farish of Orange, although not qualified as administrators, are nevertheless authorized to adjust any claims against the estate. They have been told by Joseph Spencer that he had paid the debt to Harry Mitchell, factor for the claimants. Mr. Spencer can produce no
voucher. For many years past he has been addicted to excessive intoxication; his mind has become much impaired
The estate of Chas. Bruce is very ample and the money might be recovered without any difficulty. W. w. Hening
once boarded at the house of Charles Bruce and intermarried with his niece.

1775-1803 British Mercantile Claims
Claims of sundry British creditors, received 29 Aug. 1800 (Page 100-101]:
Joseph Spencer, Orange. £8.15.3-1/2 and £156.4.6 due James Ritchie & Co. At the peace he possessed a considerable real and personal estate and was generally reputed solvent. He was, however, much addicted to harddrink and was gradually wasting his estate. About 1796 he sold off the whole of his estate with a design, as he himself declares, to avoid the payment of his British debts. He believed it improper they should be paid. He is now insolvent. There is now depending in the Court of Appeals a contest about the will of his father-in-law, Col. Francis Moore. On the determination of that controversy he may possibly succeed to part of the estate, which is considerable, but unless he becomes able to pay this debt from that source there is no prospect of ever getting it.
